When a trade is challenged, the following will occur:
These teams will be called upon to get together and make a decision on a trade:
AL East: Johnnyboy (Tigers)
AL Central: Tom Babcock (Indians)
AL West: Rich Gardner (Mariners)
NL East: Terry Hamel (Expos)
NL Central: Bill Sager (Reds)
NL West: Paul Craver (Padres)
If there happens to be a tie in the vote by these owners on a trade, the commish will be called upon to cast the deciding vote.
If the commish is involved in the challenged trade, SJ Rand of the Cardinals will be called upon to be the "Emergency Tiebreaker."
If any of the above managers, including the emergency tiebreaker, is involved in the challenged trade, they will be replaced on the committee for that specific trade by a nomination of the commish which should come from the same division. If a new member cannot be located in a timely manner, the trade review process will continue with the remaining members of the committee.
Also, if a member of the committee feels like he does not have time to do a worthwhile review of the trade in a timely manner, he can ask to be replaced. The same process noted above will be followed. A replacement for that trade will be located, and if this cannot be done in a timely manner, the trade review process will go on with the remaining committee members.
I would consider a timely manner to be within 2 simulations. A trade should not be held up more than 2 sims. And in most cases, it should not be held up more than 1 simulation.
Please note that being on the committee should not keep you from challenging a trade. If a member on the committee challenges a trade, he will be replaced by the same process noted above. However, in order to keep some sort of anonymity in the process, it will not be revealed if an owner is simply too busy to take part in the process or was in fact someone who challenged the trade.
Also of note, is that these conversations will happen strictly over e-mail with the commish copied on the discussion. No one outside of the committee is to know who voted for what. Once a conclusion is reached, the commish will simply post the vote to the board (maybe with a slight summarized reason) and that will be the decision.
The commish reserves the right to tweak this policy as needed.
