Is it possible to have the league settings adjusted so that scouting sims are more accurate? Right now, with everything set at -100% (the AI settings for promotions) the AI is brutal at player development and most of the players do not sim out properly because of a lack of playing time in the minors. It is easy enough to make the changes on our own, but I don't know how many guys realize that this setting has a negative impact on player development when "playing multiple seasons"

Absolutely not.
They are set that way I would assume because the computer would start promoting people otherwise. Scouting sims can be accurate if you go through one season at a time and promote the players yourself.
Or like you said, take the 10 seconds to change the setting yourself.

it should not affect anything because all of the teams are listed as human controlled in the game file, none of them are computer controlled.

I am not sure I would trust the game that much from some of things I see on a daily basis with this game.
It might be worth a few tests though.

it should not affect anything because all of the teams are listed as human controlled in the game file, none of them are computer controlled. None of them are computer controlled, but the game nevertheless decided to sign a free agent to the Mariners when I advanced the file to March 1. It was not a mistake on my part. The player wasn't on their roster seconds before advancing to March 1, and he was there on March 1, signed as of Nov. 20, 1976. Scott is right, we cannot trust this game beyond a certain point.
