1 - A GM may buy up to, but not exceeding, 50% of a player's contract. Less than 50% is also allowed.
2 - The player must have at least 2 full seasons remaining on his contract.
3 - Free agents are not eligible for this their first season with a team.
4a - If this isn't done between the turnover to FA period and before the first sim, the buy down counts the current season as a full year. Example: It's July 31st. The player shows 5 years on his 10M contract. 50% buy down will cost 25M, same as it would on April 1st.
4b- Why? I'm not calculating partial seasons.
5 - There are no trading restrictions. If an owner wants to buy down a contract then trade the player that's up to him.
6 - A buy down will not be allowed if it puts the team in danger of bankruptcy.
7 - Except for considerations of bankruptcy, there is no limit on the number of players this is done to.
8 - This can only be done one time per contract period.
9 - Post to the Player Re-signing or Releasing board.

You're allowed to buy out up to 50% of a contract, but if you only buy 10% or 15% it's still the only buy down for the length of that contract. All other rules still apply as posted above.
Note that it makes no difference if you buy down the salary now or wait until April 1st. BBM does not pay salaries between the end of the regular season and the beginning of the next season.
The rules state that you can't buy down a new free agent for one full season. This means a player you bid for on the boards, not a player on your team that you re-signed.
You can not only buy down a new contract, you can use a salary reduction on the same player at the same time.
Example: Bob Johnson wants 10M for 5 years. With the player discount you sign him at 8M for 5 years. You can use a 1M salary reduction to lower this to 7M for 5 years, and then spend 17.5M cash (5 years x 3.5M, 50% of his salary) to lower his salary to 3.5M per year.
